Ernest Simais, formerly a Belgian war correspondent on the Russian front, has been arrested and charged with having intelligence with the enemy. Documents seized show that he was a spy in German employ, and denounced tJic Allies' officers at Tifiis. MINE LAID FOR LORD KITCHENER. London, March 19.
