In Congress, Mr. Smith urged the Navy Committee of the House to ignore Mr. J. Daniels' demand for a larger navy because acceptance of the Treaty wag delayed. The Committee reduced Mr. Daniels' estimates by £60,000,000, eliminating much of the proposed expenditure on the Pacific Coast. The Committee also declined to authorise the construction of new fighting ships, and further declined to build giant seaplanes, two of which it was recently reported, might attempt a trans-Pacific flight.—Reuter Service. FORTY-SEVEN NEW SHIPS. NEW CONSTRUCTION PROGRAMME. Received March 17, 7.45 p.m. Washington, March 10. The House of Representatives' Navy Committee approVed of a Bill appropriating 425,290,000 dollar* in 1021 for the Navy, and providing for a construction programme which will give the United States twenty-eight ships of the first line and nineteen of the second line by 1024.
