Hughes, .in the course of a spech, said, regarding the American hesitation to accept the League of Nations wholly, that lie thought it was through a misunderstanding. He had never found foreign nations able, to understand what the British Empire was. We were a? much entitled to status under the Treaty as America, and we intended to stand fast for the Treaty.
