U.S. PACIFIC DEFENCES. Washington, March 10. Mr. J. Daniels (Secretary for the Navy), before the Naval Affairs Committee of Congress, advocated making the Island of Guam an American Heligoland, and the construction of a great submarine and aviation destroyer base at Hawaii.
