STATUS OF CANADA.
AMENDMENT OF CONSTITUTION, EXTENSION OF LEGISLATION. Uy Telegraph.—l'rcM Assn Conyr'ght. Received March A, 11.15 p.m. London, March 5. Mr. Berridale Leith, in a letter io the Times, says Canada's proposal to amend her constitution to secure authority to legislate further than territorially consists, firstly of the formalization of a new Dominion status. There should be similar enactments by Britain and Canada in regard to Canada's law, which under existing Imperial practice would be treated as void so far as it was repugnant to British law, but the doctrine of repugnancy, like the doctrine of Britain's power to disallow Canada's laws, must be repealed, since both, contradict the Dominion's claims to autonomy. Mr. Leith suggests each Dominion should legislate for its own British subjects when beyond its borders. —Times Service.
