A noteworthy commentary on- the Allies' declared policy jn regard to Russia is an interview with Trotsky by the New York World, in which Trotsky stated that the Bolshevik peace terms and their craving for peace would remain unchanged. lie said the. country which first resumed amicable relations would derive commercial advantages.. Trotsky claimed that by the. spring the Soviet would have crushed all her armed antagonists and adequate guarantees would be given to foreign capital invested in Russia after the peace which would lead to the immediate demobilisation of the Red Army. Trotsky alleged that all the Baltic States were now conferring with the Soviet Commissaries with a view to peace. It is noteworthy in this connection chat a wireless Moscow message states that the Letts have decided, in agreement with Poland. Finland and Lithuania to begin peace negotiations and that a conference will be held in April. Some measure of confirmation of this comes from Warsaw. CAPTURE OF ARCHANGEL. BOLSHEVIKS SECURE VESSELS. London, Feb. 24. A Bolshevik wireless message claims that when Archangel was captured the Bokheviks secured among other booty seven ice-breakers, a flotilla of river steamer?, and a battleship.—Reuter Service.
