LATEST DEVELOPMENTS, By Teleeraph—Press Assn.—Copyright. Received Feb. 20, 7.50 p.m. London, Feb. 20. The weekly authoritative summary states that a Bolshevik offensive is proceeding in North Russia, where the situation is serious. The Reds carried the forward Russian lines in the Onega Valley and on the Vologda railway, largely owing to a mutiny of a Russian regiment, whose commander and most of the officers were killed by their own men, live hundred of whom deserted to the Reds. The North Russia Government has resigned, and has handed over power to General Miller.
The Bolsheviks claim the capture of Odessa, including two hundred officers, thirty thousand men, and a hundred guns.
The Bolsheviks have introduced industrial compulsion By transforming the former military armies into labor armies at Kazan, Perm, Moscow, and Chernigov. This has been done chiefly on account of mutinies. —Aus.-N.Z. Cable Assn. REVOLUTION IN SIBERIA. London, Feb. IS. According to a Moscow wireless message revolutions have occurred in Vladivostok, Nikolsk and Blagovestchenk. All authority is now in the hands of a provisional government, which proclaims unity with Soviet Russia. There is fierce fighting in the Dnciper estuary A Red offensive has begun on the Caucasion front with important successes on the eouth bank of the Don. Tokio, Feb. 18. Lenin lias sent a wireless message to Vladivostok; declaring void Koltchak's agreements ceding Russian territory to foreign subjects.—Aus.-N.Z. Cable Assn.
