He learns on excellent authority that Lenin and Chicherin have agreed that internal disorganisation makes further ; mmediate military efforts dangerous. They are therefore launching intense propaganda in other countries with the object of affecting the armies and population.*. Their eastern programme includes tlio disaffecting of Persia, Afghanistan, In>lia, and China, thus preparing tiie ground for an attack when Russian reconstruction is completed eighteen months hence. The Soviet Government is sending arras and ammunition to Afghanistan and is encouraging the Amir to attack India, expecting that the inevitable defeat and deposition of the Amir will produco anarehial conditions, paving the way for an Afghan Soviet Republic which they can use a? a jump, ing-off place to propagandise and ultimately convert the whole of India to Bolshevism.—Times.
CONFERENCE IN HOLLAND.
GENERAL SUPPORT FOR STRIKES-
Rotterdam, Feb. 15 . Eight countries were representee nt the secret Bolshevik Conference and Central Bureau established in Holland. The movement is based on great financial support from the conference, and aims at saining the leadership bv worldwide strikes. It will support any new German revolution. It was decided to support immediate agitation to prevent Allied trade with Russia, through the Russian Co-operative Associations* which js regarded as a plot to divide workmen nnd farmers and destroy the Soviet monopoly. Among those attending the conference who were arrested was a woman disguised in male attire, named Wynkoop a leader of the Dutch revoli'tWaries Times.
