New York, Feb, 13, The Washington correspondent of the New York; Times states that Mr. Davis (Assistant Secretary to the Treasury) outlined a plan to Congress by which interest on United States ninety-five hundred' million dollars loans to foreign Governments would be deferred for three years, after which the debt will be refunded into fifteen years bonds, deferred interest being paid in fifteen annual instalments. The United States would thus forega interest upon three years deferred interest. Mr. Davis asked Congress to approve the plan.—Aus.-N.Z. Cable Assn. OFFICERS SENTENCED FOR TREASON.
