THE EX-KAISER.
A DANfi EROUS (lUEST. A message. to the London Times from Amsterdam says:— , At the session of the Second Chamber, during the discussions of the budget of the Ministry of Justice, the question of the ex-Kaiser's residence in Holland was raised by Dr. Sannes, one of the Socialist members. Dr. Sannes said that he had never opposed the ex-Kaiser's stay in the Netherlands, as he was of opinion that the oxKaiser was ail unhappy man. Hcrr Kautsky's revelations, however (continued the speaker), have obliged me to take another view, for it is now proved that the ox-Kaiser was the instigator of this terrible war, and was the man who caused the fire of hell all over the world. If it were true that tho exKaiser's presence in Holland until recently was not dangerous for the country, bis sojourn now is certßinly a danger. Dr. Sannes therefore asked the Government to take into consideration measures dealing with the ev-TCaiser'n residence in Holland, and particularly the. question of extradition should be earnestly considered.
