Marshal Foch accompanies M- Millerand and French Ministers To London for Thursday's Allied conference. It ii expected M. Miller,md will open negotiation.; in London for long terra British credits to France; also for raisin,!; a large international loan to which the Allien and neutrals will contribute, for the purpose of re-establishing French industries.
