MARINE ENGINEERS. THE. DRASTIC PROCLAMATION. By Teleeraph.—Press Assn.—Coftrrlsht. Received' Feb. 11, 0.45 p.m. Sydney, Feb. 11. ' The Federal Cabinet's action in.locking up the funds of the marine engineers has caused considerable excitement in union circles, although the Institute engineers view the move with equanimity. They regard the proclamation as n means to prevent the Institute purchasing the Islam! fleet Otherwise, beyond seeking legal advise, the officials refuse to discuss the position, owing to the fact tliat the action was taken under the War Precautions Act-
T'nder the terms of the proclamation a bank refused nn engineer permission to withdraw a portion of his private account. The proclamation prohibits all strike contributions, loans of money or goods to the marine engineers. Banks are also instructed to refuse to permit the engineers to withdraw their funds. The proclamation provides that any bank official who honors a cheque presented by an agent or member of the institute is guilty of an offence, and concludes: "No person, organisation, or association shall by Word or deed instigate or aid the continuance of the strike" The penalty for infringement is £5(10 flue or Fix months' imprisonment, or both, and if prosecuted on an indictment, the fine may be. any amount, or the imprisonment for any term or both.
