Despite a letter from President Wilson requesting that the Democratic members of Congress should not formulate their attitude on the question of universal military training, Democratic representatives in caucus adopted resolutions opposing legislation favoring compulsory training. President Wilson said it would be best if the coming Democratic Convention formulated the Party's position on the question.
