Mr. R, Lansing (Secretary Tor State) announced that the United States had refused to grant provisional recognition of Litlmnia, or accord diploma! Ie status to its representatives in the United States. This is considered as an adherence by President Wilson's administration to the principle of doing nothing which vviii prejudice Russian unity.
