JAPAN'S 'PROPOSAL DIFFICULT. RELATIONS WITH CHINA IN DANGER. By Telegraph.—Press Assn.—Copyright, Received Feb. 9, 1.15 a.mPeking, Feb. 7. Mr. H&wkling, Councillor to the Chinese Foreign Office, who has just returned from Paris, has pointed out that Japan's proposal to open negotiations for the return of Shantung embarrasses China, since a refusal would endanger the Chino-Japanese good relations and cause indefinite restoration of the province, while acceptance would cause disturbances within China, beeause virtually every section of the population object to the negotiations. Mr. Hawkling is not in favor of submission of the matter to the League of Nations, because the status of the League is still indefinite. He said no leply would be made until the different Chinese provinces could be consulted on the question.—Aus.tN.Z. Cable Assn.
