Mr.. Franklin Roosevelt, in a speech, •aid: "If we continue with competitive ziaval building we must consider any other nation as a potential enemy and we fnnst have a big navy. The United States is likely to have to find protects* for her commerce end will continue to require a large navy. It costs from five to six hnndred million dollars annually to maintain such a navy. We must have a navy equal to any other power. This is made necessary by our geographical position and long coastlines." -
