MEN REFUSE TO RETURN. By Telegraph.—Press Assn.—Copyright. Sydney, Jan. 28. The marine engineers have announced that they will not return until the increases are granted'. There are now 250,000 tons of shipping idle and 25,000 persons unemployed in the Commonwealth. It is reported from Melbourne that a fresh ballot will J>e taken during the next few days.
