TRADE WITH RUSSIA.
TO RELIEVE HARDSHIPS. By Tekjraph.—Press Assn.—Coprnjiu. Paris, Jan. 17. The Supreme Council has decided, with a view to remedying the hardships of the population of the interior of Russia, to permit the exchange of goods on the basis of reciprocity between Russians, the Allies and neutrals, and is consequently giving facilities to Russian co-operative organisations, which are in direct touch with the Russian peasantry, to import clothing, medicine, agricultural machinery, and other necessaries in exchange for grain and flax, of which there are surpluses in Russia. The arrangements do not imply a change of the Allied policy towards the Soviet Government. —Reuter. AN IMPORTANT DEVELOPMENT. Received Jan. 20, 7.55 p.m. London, Jan. 17. The newspapers regard the commuuique announcing a modified resumption of trade with Russia as of the first importance.
