ATTITUDE OF THE NETHERLANDS. } "IMPERFECTIONS IN THE COVENANT." By Mttttph.—Press Assn.—CopyrisM. The Hague, Jan. 14. The Government has submitted to the Burean of the Second Chamber a Bill reserving to the Queen authority to adhere to the League of Nations. In an explanatory memorandum the Government outlines the imperfections tn. the covenant, as for instance that the Netherlands on joining the League must renounce her privileged position M a neutral. It is also pointed out that the proposed permanent Court of International Justice is very much in the air and the small Powers have BSMcely any influence in the constitution and work of the Administrative Cdttacil of the League. Nevertheless, the Government finds adhesion necessary, as tie Netherlands would othertrii* be placed in an intolerable interMttobal position. Despite its drawWefcs, however, the League bears the £eeds pf * development which may be profitable to humanity.—Renter
