KAISER TO THE CZAR. THE RUSSIAN SITUATION. By Teleeraph.—Press Assn.—Copyright. Received Jan. 15, 9.40 p.m. London, Jan. 13. The Kaiser writes a voluminous letter in November, 1905, inspired by the terrible tidings of the assassination of the Grand Duke Sergius. He expresses the belief that the deed cannot be the act of "Nicky's" subjects, but the crime of foreigners from Geneva. , The Kaiser thinks the Czar, in his solitude at Tsarskoe Selo, will be interested in hearing what the civilised world is thinking about the Russian situation. He points out that the whole European press is flooded with opinions. "I shall therefore draw a little sketch for you, first asking your pardon and craving your forbearance if, as a loyal and devoted friend, I record opinions which seem harsh nad ungenerous, and which hurt your feelings," he adds.—Aus.-N.Z.
