Garvin (editor of the Observer), writing in the Observer, urges the appointment of an International Commission to control the Dardanelles and act as chief authority at Constantinople. He says a continuance of the effective authority of the Sultan will mean the ultimate reinstatement of the Young Turks and a recurrence of the deadly cycle of international mischiefThe Sultan, as Khalif, might be permitted to retain a sort of Vatican area. Such a camouflage of sovereignty was not to be regarded as a vital issue.— Times Service.
