The idea is spreading in Germany that Russia <can be built up with German assistance, to their mutual advantage. Herr Erzberger (the German Minister for Finance), in a striking speech at Stuttgart, said: "Germany declines to participate in the warlike measures against Russia and Poland. Even with French help we cannot solve the Russian problem, and even British money is ineffective. Germany successfully stood sentry for two years for European culture without support or thanks from the west. Now if the door westward Is closed to over populated Germany, we must obtain freedom of movement eastward."— Aus.-N.Z. Cable Assn.
