GERMANY'S FIRST CREDITOR.
THE FINANCES OF FRANCE. I By Tolegraph.—Press Assa.—Copyright. Received December 31, 5.0 p.m. Paris, Dec. 30. M. Koltz, in the Chamber, discussing the financial situation, said France was Germany's creditor to the extent of two hundred thousand millions of francs, but the payments Germany has to make count for little in France's Budget, as the expenses of tiie Army of Occupation swallow up the best part of the first German paymentsM. Koltz added that France had decided to place all her credits on Germany in the hands of the Xeagua of Nations. Negotiations are already proceeding between the Allies in regard to France's priority of claim. Referring to the super-tax yielding seven thousand million francs, M. Koltz declared that fiscal patriotism was necessary now as patriotism was displayed in wartime. He added: "There will be no mercy for those attempting to dodge the taxes."
Referring to the economic ovltlook he advised France to take advantage of exchange where favorable, adding that there was no reason why France should pay America and Britain high prices for goods procurable from Germany on more favorable terms.—Aus.-N.Z. Cable Assn.
