RELATIONS WITH EMPLOYERS. THE COMPULSORY ELEMENT. By Telegrapli.—Press Assn.—Copyright. Received Dec. 31, 12.35 a.m. Washington, Dec. 29. Mr. Samuel Gompers (the Labor leader) has issued a vigorous criticism of the failure of Mr. C. B. Wilson's (Secretary for Labor) Industrial Conference to recognise definitely Trades Unions as a base for representation. Mr. Gompers said that any plan to establish or maintain anything like fair relations between workers and employers must avoid compulsory features. He declares that the mass of American workers were American citizens, and in that sovereign citizenship free men. The proposals for compulsory labor are repugnant. "In order to promote constructive and permanent changes that will eliminate the causes of much industrial unrest," Mr. Gompers said, "the Conference should consider Governmental agencies to provide the necessary information and assistance in obtaining a continuous betterment of working conditions. This problem must ultimately be worked out by employers and employees with the assistance of the Government."—Reuter.
