Baron Kato, writing in the Jihishimpo, states that the form and substance of the existing Anglo-Japanese Alliance are incompatible with the League of Nations, but it i 3 inadvisable that the alliance, which has had a great influence in both countries %r twenty years, should be abolished as a mere relic of the past.
