The Mexican reply pointing out that Mr. Jenkins had been released and expressing the hope that the incident was now ended, was attacked in the Senate by Senator Fall, who complained that the United States first issued an ultimatum and then opened debates with Carranza, who knew that he migut insult the United States with impunity.
