THE ALLIES.

THE LONDON CONFERENCE. DECISION TO IGNORE BOLSHEVIKS. By Telegraph —Press Assn.—Copyright. Received Dec. 15,_ 8.15 p.m. London, Dec. 14. Many French residents gave an ovation to M. Clemenceau, when he was leaving from Charing Cross. The Conference decided not to treat with the Bolsheviks, and to extend only oral encouragement to the anti-Bolshe-Tiks. It was also resolved to refrain from any diplomatic representations at Washington concerning the Senate's reservations to the Treaty. The Conference discussed at length the coal situation, the French Government wishing to be assured of a regular supply of coal.—Aus.-N.Z- Cable Assn.

MANY PROBLEMS. MAKING THE NEW WOP.LD. London, Dep. 13. The Daily Telegraph learns that at the Downing Street conferences with M. Clemenceau and Signor Scialoja it was decided to establish a supersupreme Allied Council consisting of the Prime Ministers of Britain. France, and Italy, with a representative of the United States, who must have full powers to act without referring to Washington. The Council will meet periodically. The first meeting will be held in Paris at Christmas. A difficulty may arise if President Wilson declines to delegate his presidential, powers to a plenipotentiary. It is understood the conferences today discussed the Bussian, Adriatic, and Turkish questions, but reached no decisions. Afterwards Mr. Lloyd George and M. Clemenceau conferred on the j financial position of Britain and France, with a view to reaching an understanding.

Signor Scialoja will depart to-morrow and M. Clemenceau on Sunday The American Amhassador participated to-day in the inter-Allied Council at Downing Street. The subjects discussed included America's delay in ratifying the Treaty and the Aliies* position in relation thereto. The Council discussed the problems of Turkey, Russia, Constantinople, and Germanv's attitude to the protocol. According to the official statement of the conference of Mr. Lloyd George with M. Clemenceau and Signor Scialoja they discussed the procedure to be followed in regard to various international questions still unsettled, particularly peace with Turkey. The utmost cordiality marked the conference and satisfactory agreements were reached |on all outstanding points. The three days' meeting served to confirm the complete solidity of the Allies.

The conferences at Downing Street, which hare now concluded, aroused the keenest interest. The French press comments freely on the nature of the discussion.

The Matin declares that the Allies decided to inform America that, in order to facilitate a compromise between the opposing parties in the Senate they were prepared to accept to the utmost extent the Republican reservations, but Downing Street lias issued an official statement which does not mention the matter and says that, at the invitation of the British Government, M. Clemenceau arrived to confer with the Prime Minister, the Foreign Minister and other Ministers on varfotis questions affecting France and Britain. As many of these related to finance and economic matters. M. Loucheur, French Minister of Industrial Construction, also attended. The Prime Minister took advantage of the presence of Signor Scialoja to have an exchange of views on the Adriatic question, at which the American Ambassador was present. The Japanese Ambassador participated in the general conference which discussed the Russian problem.—Aus.-N.Z. Cable Assn.
