Germany's reply says that it is impossible to hand over four hundred thousand tons of dock material. They are sending an expert Commission to Paris with a list of all the German port material in order to suggest a modification. Tie reply also asks for an alteration of the protocol making it impossible to restrict military operations.—Aus.-N.Z Cable Assn. "GERMANY WILL REFUSE." BREAK WITH ENTENTE-INEVIT-ABLE. Received Dec 14, 5.5 p.m. London, Dec 13. The Berlin correspondent of the Daily telegraph reports that indications arethat the Germans will refuse to sign the protocol. The Foreign Affairs Commit* tee adopted this decision, but the Govtmment fcaa not yet acquiesced in it. The Foreign Affairs Committee is opposed to signing, arguing that sooner or later a breach with the Entente- is inevitable, and it is better to have it oat now than live in perpetual apprehension.
