Influenza Bpnntotftoii's] Irish/\Moss amounting to £87,500 in addition to which it last year received tax on notes issued by the Bank, amounting to £92,700, and in income tax and land tax, a further -6207,000, a total of £447,400 —a not inconsiderable sum, sub-dividing, as it does, to nearly £ISOO a day for every day that the Bank opens its doors for business. Can it, with any degree of confidence, be affirmed that the State Bank, which it is proposed to set up, will prove of equal value as a source of revenue to the State, or that the financial achievements which are evidently expected to be attained by its agency will actually materialise? Such achievements can hardly be said to have materialised in the single instance—the only one in actual existence, as far as I am aware—where the State has assumed directly, and without any intermediary, the functions of Banker to the community; nor is there any ground for assuming that they would follow, if the experiment were tried in this country. The questions raised are of vital importance, calling for the most careful and serious consideration. I, however, merely propound them. I shall not attempt to answer them. There is a well-known adage that a man may not he a judge in his own cause, and therefore I may not at this stage do more than call attention to the gravity of the proposal, but later, if placed in Hie position of respondent in the case, I may have greater freedom in the argument.
