ROMAN CATHOLIC MISSIONS. By Telegraph.—Press Assn.—Copyriflit. Rome, Dec. 4. The Pope has published an encyclical recommending the ordination of native clergy and the creation of native semin|aries in the Roman Catholic mission centres, urging missionaries to abstain [from racial and national struggles, and further recommending the study of colonial sciences and native languages, for I which special professors will be appointed.—Router Service. ; A LARGE TRUST ALLEGED.
Washington, Dec 5. The Federal Trade Commission has issued complaints charging the Chicago packers will violations, of the Clayton Anti-Trust Act, through the alleged purchased control of 31 corporations handling food and other supplies. UNITED STATES BUDGET. Washington, Dec. 5. It is announced that the 1821 Budget amounts to 4883 million dollars. COAL DEADLOCK "iN AMERICA.. Washington, Dec. 6. Drastic measures to reduce the use of coal will shortly be enforced, unless the miners return to work. All the railroad services will be cut down by half, electric lighting in the cities reduced, and the tramcars only partially heated. Business hours have been reduced in many cities.
