POSITION OF AMERICA. EFFORT TOWARDS SETTLEMENT. By Telegraph.—Press Assn.—Copyright, Received Dee. C, 1.20 a.m. New York, Dec. 2. The Washington correspondent of the Times states that it is understood that the Republican members of the Foreign Relations Committee of the Senate have decided to advocate a joint resolution in Congress declaring peace with Germany. This action is designed to prepare the way for an independent Treaty negotiation with Germany. Democratic Senators are confident that this resolution will be defeated. It is believed that President Wilson will later send a special message to Congress dealing with the Treaty,, since his annual message did not mention it,— Aus.-N.Z. Cable Assn.
