Berlin, Nov. 2S, Germany intends to refuse tlie demands of the Entente for floating docks anil dredgers as an oil'set against the Scapa sinkings. It is proposed that tlie question should be referred to The Hague Tribunal. EXCUSE TOR DEPARTURE OF COMMISSION. Paris, Nov. 25. The departure of the German Commission with its full staff has created surprise. The Supreme Council, in a Note to Germany, asks why the commission returned without signing-the protocol promising to carry out the unfulfilled terms of tlie armistice and inquiring when Germany intends ti) sign. L'Homme Libre attributes the departure of the delegation to the postponement of ratification by the United States. A Berlin wireless message states tti&t it is officially announced that the return of the commission was necessary in order to receive fresh instructions with reference to the Scapa sinkings. The suggestion that the journey was connected with America's attitude is unfounded. Germany is desirous of hastening, not delaying, peace.—Aus.-N.Z. Cable Assn.
