General Hertzog (the leader of the South African Nationalists),.replying to queries of correspondents regarding the meaning of a new article in the constitution of the Nationalist Party, aiming at sovereign independence, says it does not necessarily imply a Republican inde« pendence. That is a question Twitch must be decided in accordance with sovereign will of the people. Ther« is thing in the article inconsistent with sov-f ereign freedom within the Empire, but it'is undesirable to speak of the Empire, but rather of a League of States. Empire implies an unalterable relation, limiting the freedom of the people. The article also leaves free any member of the Nationalist Party to adopt a watching attitude, whether for a future Re< public of future voluntary membership of the Empire, should the people prefer it.-~ Reuter Service.
