JAPANESE DELEGATES LEAVE. By Teleeraph.—Press Assn.—Copyrisht. Washington, Nov. 27. Japanese Labor representatives at the International Conference, having failed to secure an eight-hour day in Oriental countries, left for home, with one exception. The conference adopted recommendations that the recruifing of labor in one country with a view to employment in another be not permitted, except by the mutual agreement of the countries concerned and also consultation between the employers and workers in the Industries affected in each country concerned Air.
