NEW SYSTEM OF CONTROL. _ A CHRISTCHURCH SCHEME. By Telegraph.—Press Association.Christchurch, Last Night. At the quarterly meeting of the Chamber of Commerce, the chairman, Mr. J. G. Herdtnan, said the railways committee of the chamber had given the question of the management of the railways serious consideration, and as a result of their deliberations, suggestions as to how the railways should be managed in futurehad been sent to other chambers for their approval or otherwise. According to answers received, the proposals of the committee had met with favorable comment. Briefly put, it was recommended that a Railways Board should be appointed to take over all railways, and be responsible to the Government and Parliament for their management and construction, the Governor-General, by Order-in-Coimcil to exercise the power of veto in respect to any act of the board which may, in the opinion of his responsible officers, bo contrary to the public interest. The Board should issue annually a co&ftor, cial balance sheet. tuted ot the Minister for Railways, one member appointed by the Government (who would be the official chairman), two members appointed by Parliament, and one each by the commercial community, the Federat.on of Labor, and th» raUway employees.
