AN OFFER OF PEACE. MOVE BY THE BOLSHEVIKS. By Telegraph.—Press Assn.—ConyrlSUt. Received Nov. 24, 11.55 p.m. London, Nov. 20. LitvinofT, on behalf of the Bolsheviks, has been discussing peace with the Baltic States at Dorpat. The Esthonians officially state that LitvinofT offered as a guarantee of peace to surrender the Bolshevik fleet in the Gulf of Finland, and to establish a neutral zone between Bolshevik Russia and the Border States—Reuter Service.
