A United Press message from Tokio Btates it is understood that Secretary Tago, of the Home Office, is drafting a drastic Prohibition Bill for submission to the Diet, prohibiting the drinking of iiquor by men and women under 25. The movement is due to the necessity for conserving the supply of rice.
