TREATY DEFEATED
BY UNITED STATES SENATE. AN "INTERNATIONAL, HOMICIDE CLUB." By Telegraph.—Press Assn.—Copyright. Received Nov. 20, 3 p.m. Washington, JNov. 19. The Senate defeated the Treaty ratification resolution with Senator Lodge's reservations by 55 to 34. Senator Sherman, in his final speech, said the Treaty was really a charter for an international homicide club, likely to convert Europe into a legalised cockpit. It would provide no code of laws for the, nations. , The Senate then voted on a motion to reconsider the Treaty, which was carried by 82 to 30, with the object of reaching a compromise.—Aus.-N.Z. Cable Assn. Washington, Nov. 17. Senator Hitchcock has requested Senator Lodge to agree to permit a vote, probably on Thursday, on the resolution to ratify the Treaty without reservations.—Reuter. Senator Lodge predicted that the Senate would not obey President Wilson's orders. The Senate had equal power and responsibility with the President, therefore it intended to see a safe Americanised treaty passed, whatever the President thought. The Democrats hope to defeat the ratification with reservations and force another vote on the plain issue of ratification. The Republicans are reported to be ready to offer to the Democrats that, if they will accept the reservations, a proviso shall be inserted allowing the Powers' to accept them by not objecting to them. Congress has begun the formal debate on ratification. President Wilson, in a letter to Democratic Senators, advised voting against the treaty with reservations, as they inrorved nullification.—Aus.-N.Z. Cable Assu. The Senate rejected the reservation providing that the United States shall not be bound by any treaty provision beyond her obligations to co-belligerents and humanity, and which are contrary to the Constitution. The Senate adopttd a reservation stipulating that Congressional assent shall be needed for the participation of the United States in the Labor provisions of the Treaty. Bolivia has ratified the treaty.
