In the House of Commons, opening the debate on our Russian policy. Sir Donald Mac Lean (Leader of the Parliamentary Liberal Party), urged that Russia should be left to work out her own salvation. He declared that the policy of intervention had failed, and that the Bolsheviks were stronger than ever. He also expressed the opinion that a spirit of resentment at foreign interference was irritating Russia, and our policy should be devised accordingly. He emphasised the point that our future in India and the East depended largely on whether we were able to pursue our mission there peacefully. Lord Robert Cecil said that it would be difficult to exaggerate the gravity of the international situation in Europe at the present time. The reservations of the United States Senate which had been provisionally accepted were so extensive as almost to amount to the United States' repudiation of the covenant, which also meant the repudiation ef the Peace Treaty. The position was of the gravest character, but whatever happened the League must continue, even though the United States decided not to participate.—Aus.-N.Z. Cable Assn.
