WHY GENERAL SEELY RESIGNED;: By Telegraph.—Press Assn,—Copyright. Received Nov. 15, 1.45 p.m. London, Nov. 12. Major-General J. B. Seely (who"'resigned the position of Parliamentary Secretary to the Air Ministry a few days ago), speaking from the "front of the Opposition bench, said that he found the dual control of the air service did not work. Ite asked to be relieved during the war, but he remained under pressure. The Premier decided to maintain the existing plan, which J.'.ijor-Generul Seely regarded a 3 wasteful and inefficient. He said it condemned the Air Minister to bf» a mere annexe to the War Office.
