The first ratification of the Peace Treaty by the Central Powers has been received from Austria, which announces that the law providing for the union of Austria and Germany has been abolished.-r-Reuter Service. ATTITUDE OF UNITED STATES. DISCUSSION ON RESERVATIONS. Received Nov. 11, 7i40 p.m.* Washington, Nov. 10. The Senate refused to replace in Article Ten of the Peace Treaty a reservation keeping out the United States, and rejected an amendment under which the United Stales is not to be bound by Article Ten. The Senate also defeated a modification of the reservations provision authorising .Congress to decide questions by the use of force.— Aus.-N.Z. Cable Assn.
