BUILDING HEW WARSHIPS. AN EIGHT-YEAR PROGRAMME. *» Telegraph.—Press Assn.—Copyf ght New York, Nov. 6. The Japanese Government has decided an an eight-year naval programme, costing 843 million dollars. The programme includes the construction of four battleships of 40,000 tons, four battle cruisers, 20 light cruisers, 80 destroyers and 70 submarines.—Aug.--NJZ. Cable Assn. [A despatch recently received in Montreal, from Tokio stated that according to. press reports the Japanese Government had decided to build two battle cruisers and .21 other warships, commencing with toe next fiscal year. The cruisers were to be of the 40.000-ton class. Japan has sixteen capital ships inr foil commission.]
