ADMIRAL SIMS CORRECTS SOME MISSTATEMENTS. A letter from Admiral Sims appears In the Newport Herald (Rhode Island), contradicting certain statements made in its colmuris, which the Admiral thinks "place naval officers, and those who know the> facts, in an unfortunate position." Admiral Sims says:— "Referring to the two inventions that proved most useful in opposing the, German submarines, the depth charge and the hvdrophone, you state that 'both were largely the work of American inventors.' This statement is wholly in error. Roth were invented and in use long before America entered the war. This fact has been published in literally hundreds of our newspapers, often as a result of my having stated it a dozen or so times in' public speeches, and at least twice in this city. "Your statement that the names of the inventors have not been made public is also in error. They have appeared in the Press on Both sides of the ocean. "You are also mistaken in assuming that, the German submarine crews mutinied. This was true of the crews of the vessels of the High Sea Fleet, but the submarine crews remained loyal at least up to tho signing of the. armistice. I "You are equally mistaken in assuming that the submarine has been discredited, that the sentiment of the world is opposed to its use, and that it has not proved is efficiency. Its unlawful use»only has been discredited. Its perfectly legitimate use would be of groat military value, especially to a country situated as is the United States, and for this reason informed sentiment is not opposed to its employment in offensive and defensive warfare. As a scientific achievement and, within its natural limitations, as a war vessel, it has demonstrated its remarkable efficiency through a series of very thorough and severe tests extending throughout the' war.
