The Senate finally agreed to Mr. Lodge's motion to proceed with the reservation proposals. It rejected an amendment making an advisory popular vote mandatory before a declaration of war under the League of Nations by 07 votes to 10. Senator Underwood proposed the immediate ratification of the treaty without reservation. Senator Hitchcock supported tie motion, but the Senate instead resumed the discussion of Senator Hitchcock's proposal to report the treaty immediately to tho House in order to consider the ratification resolutions.—Aus.-N.Z. Cable Assn. JAPAN HAS NOT SIGNED YET. Tokio, Nov. 4. Japan has not ratified the .Peace Treaty. The promulgation of the Treaty is expected after a meeting of the Cabinet Council next week.
