In the Senate, speaking on a measure recommending changes in the American court-martial, Senator Chamberlain alleged that officers who dare to criticise their superiors in the American Army usually lost promotion. Mr. Baker (Secretary for War) warmly repudiated the charge, alleging that Senator Chamberlain was lying.
