The Manchester Guardian understands lhat Mr. Walter Long's committee has Becided in favor of a Parliament for all Ireland, any county having the right to frote itself out. The latter counties will Jorm an excluded area with their own governing authority. The Irish government and the governtnent of the excluded area will be under hn authority nominated by the I/>rd Lieutenant and the Irish Privy Council. The Parliament will have approximately a Dominion status, except as to Customs, which will be under a nominated !AU Ireland authority.
