part returns to china. By Telegraph.—Press Assn.—Copyright. Received Nov. 3, 7.25 p.m. Peking. Oct. 31. Outer Mongolia has petitioned for the cancellation of her autonomy, and the return to China, on the condition that the debt to Russia is redeemed and that China will pay the salaries of the chieftains and princes. The Government has accepted the offer and eight hundred thousand dollars have been voted for salaries. The Ministry of Foreign Affairs has been instructed to open negotiations with the Russian legation for the cancellation of the Kia Chau Treaty of 1014, under which the autonomy of Outer Mongolia was recognised.—Aus.N.Z.
