ENFORCING COMPULSORY PAYMFNTS. (By Wire.—Own Correspondent.) Wellington, Last Night. The Minister for Finance states some war loan subscriptions are still being received by the Treasury, but not enough to wipe out the shortage of a million in the amount subscribed up to October 9 last. The machinery for enforcing the compulsory clauses is in motion, but some time must elapse before it. becomes effective. Lists of subscribers and income tax payers have to lie prepared and checked. Sir James added that he was still of opinion the position gave no promftl for anxiety. "The loan is all right," he said.
