The Peking correspondent of the •Times states that the Government's inability to pay troops occasions fear of general mutinies. The Government employees have not been paid since April. A pro-Japanese official, who is endeavouring to secure a loan from Japan to remedy the situation, says that the President has not been paid, and he will be compelled to borrow a million dollars to defray official expenditures. The House of Representative voted to reduce the military expenditures by. 20 per cent."
