ALTERATIONS TO THE BILL. • "' '(By Wirt.—Own Correspondent.) Wellington, Last NigH. The Railways Amendment Bih bas«* conic back from the Railways Committee with some amendments, but they are, of a character to interest nwmljeM of the service more than the tfeoCTAl public. The objectionable clause by which' it ' was proposed to defer for twelve months • the increased pay of a junior promote! to a position carrying a higher salary has been deleted. A sub-clame Las been added to the Bill providing that in the case of those junior officers whose .increases depend partly upon agn. the increases shall in every case be paid as from the birthday of the youth' The other clause to which very strong exception was taken, providing for promotion only by merit and always on the certificate of the head of the bepaxtment, has also been deleted. Some alterations have been made effecting officers of the administrative staff., AU the officers graded at £1250 lave been required to begin at £lo'oo, riding by; two increments of £IOO, and one- of £SO" to the limit of £1250. A few of I these officers have had their maximum [ salaries reduced £IOO or so. No other alterations of consequence have been made to the schedules.
